Holiday within an approved leave period
A Regular Holiday that falls inside an approved leave period is not charged as a leave credit. The employee is entitled to regular holiday pay for that day while using only the non-holiday days from their leave balance.
The rule
A Regular Holiday is paid even if the employee does not work. When a Regular Holiday falls inside an approved leave period, the employee is entitled to the holiday pay for that day and is not required to use a leave credit for it.
Example: An employee files Monday to Friday vacation leave (5 days). Wednesday is a declared Regular Holiday.
- Monday: 1 leave credit used
- Tuesday: 1 leave credit used
- Wednesday (Regular Holiday): 0 leave credits — employee receives holiday pay instead
- Thursday: 1 leave credit used
- Friday: 1 leave credit used
Total leave credits deducted: 4, not 5.
How OneHRIS handles it
When an approved leave request spans dates that include a Regular Holiday, OneHRIS:
- Identifies each date in the leave period against the company holiday calendar.
- Excludes Regular Holiday dates from the leave credit deduction.
- Pays the employee the regular holiday rate (100% of daily wage) for the unworked holiday day — this is handled by the payroll run automatically.
The employee's leave balance will show the correct deduction (4 in the example above) and the payslip will show the holiday pay line separately.

Setup requirement
The holiday must be tagged correctly in the holiday calendar. A day tagged as Special Non-Working follows a different rule and is not automatically excluded from leave credit deductions. See set up holidays and holiday pay rates.
Questions people ask
Does a Special Non-Working Day inside a leave period also not count as a leave credit?
The rule strictly covers Regular Holidays. For Special Non-Working Days, company policy or a collective bargaining agreement determines the treatment. Many companies follow the same rule, but it is not required by law.
What if the leave was filed as Leave Without Pay?
An unpaid leave day that falls on a Regular Holiday is a matter of company policy. DOLE's general position is that no-work-no-pay applies on special days unless policy says otherwise. Regular Holiday pay, however, is a statutory right regardless of leave status for covered employees.
How does OneHRIS count it?
OneHRIS checks each day of an approved leave period against the holiday calendar. Regular Holiday dates are excluded from the leave deduction count automatically.
